Delivery Methods
JH&H is very familiar with the different project delivery methods available. JH&H staff member have been guest speakers for presentations on the following types of delivery methods - design/bid/build (traditional), design/build, partnering and construction management.
Design-Bid-Build - Traditional method used in many public sector projects. Architect is hired to design and produce construction documents. Documents are advertised for bid by general contractors and award is made to the lowest and best bid. (Owner & Architect have the most control.)
Design-Build - (Partnering) Two methods of design/build partnering approach. Both remain flexible depending on the owner's desire. Typical design/build consists of one entity, usually a general contractor with the design component, architect, retained under the general contractor along with engineering consultants and sub-contractors. The owner has one contract with the design/build entity.
Partnering - (Design/Build Hybrid) One contract for architect (design component) and one contract for general contractor. Usually these contracts are initiated at the same time. The contractor is engaged with the architect and owner to provide cost information and constructability reviews throughout the project design, assuring the budget is met and all options of the construction method are explored prior to the final design phase. This process can be very flexible and can be modified throughout the project design. Different consultants can be retained by either architect or contractor.
Construction Management - (at risk and no risk) General contractor is retained by owner to act as the owner's representative. The CM can be hired before the architect selection or simultaneously when the architect is hired. The CM service is usually considered a professional service so for a public entity this can be chosen without a bid solicitation (CM - no risk).
As the owner's representative, the CM will work with the architect and owner to provide cost at various design phases, provide construction standards, solicit bids from various trades, distribute different bid packages by trades, provide construction monitoring, coordinate and approve pay applications and respond to change orders/RFI's.
Each bid package or subcontractor is a separate contract directly with the owner, though packages can be broken up or combined depending on the project(s). This multiple contract method can be overwhelming for some owners considering the amount of administrative time needed and likewise for the architect. The CM process can be a good process for multiple facility improvement programs or large projects.
